Defines "riot" as a public disturbance with three or more people. It covers when someone in the group uses violence that causes or creates an immediate risk of harm to people or property, and when someone in the group threatens violence and can carry out the threat right away, where doing so would cause or risk immediate harm. Defines "to incite a riot" and similar phrases to include urging, organizing, promoting, encouraging, joining, or carrying on a riot. But simply saying or writing ideas or beliefs is not inciting if those words do not call for violence or claim a right to commit violent acts.
