Makes it a crime for anyone without permission to use, show, get, hold, change, forge, counterfeit, steal, print blank forms of, or transfer any certificate, license, or document issued by a U.S. official for vessels, ship officers, or seamen. It also covers trying to do any of those things and knowingly using altered, fake, or stolen documents, or having blank forms with the intent to use them unlawfully. A person who breaks this can be fined under federal law, go to prison for up to five years, or both.
