It makes it a federal crime when a person crosses state lines, is in U.S. federal areas, or enters or leaves Indian country with the plan to kill, hurt, harass, scare, or secretly watch someone, and because of that travel does things that make that person reasonably fear death or serious injury or that cause (or would likely cause) severe emotional harm. It is also a crime to use the mail, the internet, phones, or any other interstate or foreign commerce service to carry out a pattern of behavior with the same plan that creates fear of death or serious injury or causes or would likely cause severe emotional harm. Protected people include the target; their immediate family (see section 115); their spouse or intimate partner; and their pet, service animal, emotional support animal, or horse.
