It is a crime to set fire to, put explosives on, tamper with the engines or navigation equipment of, or otherwise attack any foreign ship, any U.S. ship allowed to trade with other countries, any U.S. government ship, or their cargo while the ship is within U.S. jurisdiction — and for U.S.-registered ships, also when they are on the high seas — if done to harm the ship, its cargo, or people on board. Attempts are also covered. The punishment can be a fine, up to 20 years in prison, or both.
