Makes it a crime to use a ship to carry out, help carry out, or threaten mass-harm acts meant to frighten people or force a government or international group to act. It bans using or throwing from a ship explosives, radioactive, biological, chemical, or nuclear weapons in a way that causes or is likely to cause death, serious injury, or big damage. It bans dumping oil, liquefied natural gas, or other dangerous substances from a ship in amounts that can cause death, serious injury, or big damage. It bans using a ship to cause death, serious injury, or big damage. It also bans knowingly carrying on a ship materials or equipment meant for making or delivering nuclear, biological, or chemical weapons, carrying people who committed these crimes to help them avoid arrest, injuring or killing someone while doing these crimes, trying to do these crimes, and conspiring to do them. Threats to carry out these acts, if made with clear intent, can lead to a fine or up to 5 years in prison, or both. The United States can prosecute when the act happens on a U.S. vessel or a vessel under U.S. control, in U.S. waters, by a U.S. person or entity, if a U.S. national is seized or harmed, or if the offender is later found in the U.S. It can also apply when a ship stayed only in another country’s waters but the offender is later found here, or when the act tries to force the United States to act. The rule does not apply to lawful armed forces actions during war or to military forces acting in official duties. Property, money, or things used to help commit these crimes can be taken by the government. Seizures follow civil-forfeiture rules, and officials designated by the Secretary of Homeland Security, the Attorney General, or the Secretary of Defense can carry out customs duties related to those seizures.
