Knowingly putting a harmful object or substance into U.S. waters used by ships to destroy or damage a vessel or its cargo, or to stop safe navigation or maritime trade, is a crime. A person who does this can be fined, sent to prison for any number of years, given life in prison, or both. If someone dies because of the act, the offender can face the death penalty. Lawful U.S. government activities are not covered. Dangerous substance — any solid, liquid, or gas that can harm a ship or its cargo or affect safe navigation. Device — any object whose physical or chemical nature can harm a ship or its cargo or affect safe navigation.
