Defines key words used in this chapter. "Torture" means a person acting with government authority who purposely causes very bad physical or mental pain to someone they hold or control, not including pain that happens as a lawful punishment. "Severe mental pain or suffering" means long-lasting mental harm from one of four things: intentionally causing or threatening great physical pain; giving or threatening mind‑altering drugs or procedures that disrupt the senses or personality; threatening immediate death; or threatening that someone else will soon face death, severe pain, or such drugging/procedures. "United States" means the States, the District of Columbia, and U.S. commonwealths, territories, and possessions.
