Defines key words used in this chapter. The words "wire communication," "electronic communication," "electronic communication service," and "contents" mean what section 2510 of this title says. "Court of competent jurisdiction" means either a U.S. district court (including a magistrate) or a U.S. court of appeals that has jurisdiction over the offense, or is in the district where the service provider or a landlord/custodian named in section 3124 is located, or is acting on a foreign assistance request under section 3512; or a state criminal court that state law allows to issue pen register or trap and trace orders. A "pen register" records dialing, routing, addressing, or signaling information (not the message content) and does not include provider tools used for billing or ordinary cost accounting. A "trap and trace device" captures incoming signals that identify the originating number or similar routing info (not the message content). "Attorney for the Government" has the meaning given by the Federal Rules of Criminal Procedure. "State" means any State, the District of Columbia, Puerto Rico, and any U.S. possession or territory.
