The time limits that limit how long the government can keep a case without moving forward start 12 months after July 1, 1975 (July 1, 1976). Those limits apply to people arrested or given a summons on or after that date. If someone was arrested or summoned before that date and no formal charge was filed by then, the time limit began on that date. A related rule, subject to another provision, takes effect July 1, 1980 and applies to cases started by arrest, summons, or by filing charges on or after that date.
