A state, territory, district, or U.S. possession can ask U.S. judicial officers to arrest a U.S. citizen or national who fled to a country where the United States has legal authority. If the request includes a certified indictment or sworn charge for treason, a felony, or another crime, the officer must arrest and hold the person. The officer must tell the requesting authority or its agent and hand the person over when the agent arrives. If no agent appears within three months of the arrest, the prisoner may be released. The agent who takes custody may carry the person back to the jurisdiction that asked for them.
