It is a crime to knowingly point a laser beam at a U.S. aircraft or into its flight path. If you do, you can be fined, jailed for up to 5 years, or both. A "laser pointer" here means a device that makes a focused laser beam used like a pointer or highlighter. Allowed uses include FAA- or manufacturer-approved flight tests or research, official Defense or Homeland Security testing/training/operations, and using a laser to send an emergency distress signal. The Attorney General, with the Transportation Secretary, can add more exceptions by rule after public comment, but must notify the listed Senate and House committees in writing at least 90 days before those rules become final.
