The Attorney General can allow federal department heads to use U.S. prisoners, on agreed terms, to build or repair roads, work public lands, build levees, and do other public projects paid by Congress. He can set up and run prison camps off Indian reservations for people convicted of federal offenses. Camp costs come from the "Support of United States prisoners" appropriation, which may be repaid, and inmates may be paid under rules he sets. Other federal prison laws still apply.
