It is illegal for people in administrative government jobs who work on projects paid in whole or in part by U.S. loans or grants to use their official power to try to influence the nomination or election of candidates for President, Vice President, members of Congress, or similar federal offices. A person who does this can be fined, jailed for up to one year, or both. The rule does not apply to staff of educational or research institutions supported by state or local governments, or to recognized religious, charitable, or cultural organizations.
