It forbids anyone, inside or outside the military, from asking a member of the U.S. armed forces about who they chose or how they voted. This rule covers questions asked inside or outside the United States and before or after a service member fills out a ballot under federal or state law. Violators can be fined, jailed for up to one year, or both. "Poll" means any spoken or written question that expects an answer and is meant to collect results for the asker’s use, to report to others, or to publish.
