Anyone Congress entrusts with public funds who uses, lends, deposits (including foreign bank branches or agencies), exchanges, or converts the money unless the law allows it commits embezzlement. Punishment: a fine (or equal to the amount taken, whichever is greater) or up to 10 years in prison; if $1,000 or less, up to 1 year.
