If someone on certain U.S. federal lands, ships, or waters takes and carries away another person’s personal property intending to steal it, they can be punished. If the item is worth more than $1,000 or was taken from the person, the penalty can be a fine, up to five years in prison, or both; otherwise it can be a fine, up to one year in prison, or both. If the stolen item is a document showing a debt, its value is the unpaid amount or the amount that could be collected because of that paper.
