A U.S. citizen anywhere who, without U.S. government permission, contacts a foreign government or its agents to try to influence disputes with the United States or to defeat U.S. actions can be fined, imprisoned up to three years, or both. A citizen may still, personally or through an agent, ask a foreign government for relief for a personal injury.
