The President, or someone he picks, can stop any ship—U.S. or foreign—from getting clearance or leaving port during a war when the United States is neutral if there is a reasonable reason to think the ship will carry fuel, weapons, ammunition, people, supplies, messages, or information to a foreign warship or its supply vessel in violation of U.S. law or international rules. Anyone who takes, tries to take, or lets such a ship leave anyway can be fined, jailed for up to ten years, or both. The ship, its gear, and its cargo can also be seized by the United States.
