When a conference is called about using or protecting international fishery resources, the President must try by every reasonable means to persuade countries whose fishing rules affect those resources to negotiate honestly about their use and conservation. If the President and other countries willing to negotiate have tried and he decides a country has refused to negotiate honestly, he may raise the import duty on any fish or fish product from that country for as long as he thinks needed, up to 50 percent above the rate that existed on July 1, 1934.
