Creates a new office in the Commission called the Trade Remedy Assistance Office. The office must give the public full information on request and, when possible, help people and small businesses with questions about remedies and benefits under the trade laws and about how and when to file petitions or applications. It will work with the agencies that run those trade programs to give technical and legal help to eligible small businesses so they can prepare and file petitions (except ones the office thinks are frivolous) and pursue remedies, including administrative review or appeal. Eligible small business: a company the agency decides is too small and lacks money or internal resources to hire outside help to prepare and file petitions. Trade laws: six specific trade statutes and parts, including 19 U.S.C. 2251 et seq.; 2271 et seq.; 2341 et seq.; 2411 et seq.; subtitle IV of this title; section 1862; and section 1337.
