Before any foreign trade agreement, the President must give reasonable notice to the public and let interested people tell him or a named agency their views under his rules. Before finalizing, he must ask the International Trade Commission for the report required by section 1360 and get advice from State, Agriculture, Commerce, and Defense and other appropriate sources.
