When the International Coffee Agreement, 1983 takes effect and until October 1, 1989, the President can control how coffee enters and leaves the United States to carry out that agreement. He can limit imports or removals from warehouse, especially from countries not in the International Coffee Organization or when quotas apply. He can block shipments from members unless they have a valid certificate (for example, origin, reexport, reshipment, or transit). He can require U.S. exports to have U.S. certificates, demand records and reports on imports, distribution, prices, and consumption, and make other rules needed to meet the agreement.
