Within thirty days after entering a trade agreement under section 1351, the President must send Congress a copy and a written explanation if the deal, when it takes effect, either lets changes in duties or import limits that the U.S. International Trade Commission found would cause or threaten serious injury to U.S. producers, or does not raise duties or add limits enough to prevent that injury. If the House or Senate is not in session, the papers must be filed with its Clerk or Secretary. Promptly after the President sends the agreement, the U.S. International Trade Commission must give the House Ways and Means Committee and the Senate Finance Committee the parts of its report that discuss those affected articles.
