The Secretary of the Treasury may use space in a customs building or rent space to store bonded, unclaimed, or other imported goods the government must hold, but the government cannot use owned or rented premises for bonded storage at a port that already has an operating public bonded warehouse. Leases must be public; fees go into customs receipts and must be at least the local commercial storage rate. Customs officers may not own or contract for bonded warehouses or buildings that will become public stores. Leases may not be longer than three years, and rent cannot be paid in advance.
