The Treasury Secretary can use the power in 1644a(b)(1) to make customs and vessel entry rules apply to civil air navigation. That power also covers rules in this chapter, the Anti‑Smuggling Act of 1935 (19 U.S.C. 1701 et seq.), and any regulations made under those laws. For section 1518(d) of title 33, the phrase "customs laws administered by the Secretary of the Treasury" means this chapter and other laws that are part of this title.
