The agency in charge of an antidumping case must convert foreign money into U.S. dollars using the exchange rate on the sale date. If a forward-currency deal is directly tied to that export sale, the rate in that forward contract must be used instead. Short-term swings in exchange rates are ignored. In investigations under part II, if a foreign currency moves steadily against the dollar, exporters must be given at least 60 days to adjust their export prices.
