The President must set up and run a program for imports of softwood lumber and the products listed in section 1683b(a). The program makes importers give specific information and signed declarations with their entry summary paperwork. The President must also keep an electronic record of that information and the declarations. Importers must report the export price for each shipment and an estimated export charge. The estimated charge is found by applying a percentage published by the Under Secretary for International Trade of the Department of Commerce under section 1683c to the export price. Importers must also declare that they asked for proper documents from the exporter and checked the Under Secretary’s determinations under section 1683c(b). They must declare, to the best of their knowledge, that the export price follows the definition in section 1683(5), matches any export permit price if there is one, and that the exporter has paid or agreed to pay all export charges due under any international agreement and the Under Secretary’s published determinations.
