An undocumented vessel that should have a certificate (except registry trades) owes a $500 penalty for each port without it. If it carries foreign goods (sea stores excepted) or taxable domestic alcohol with unpaid or unsecured taxes, the vessel, its gear, and cargo may be seized; marks showing foreign origin count as proof.
