Requires U.S. trade negotiators to try to get American exporters the same fair chances in developed countries that foreign goods have in the United States for manufacturing and agriculture, taking into account all trade barriers like tariffs and other problems that distort trade. To reach that goal, talks should focus on specific manufacturing product sectors. The U.S. Trade Representative and the right Cabinet secretaries must choose those sectors after talking with the advisory committee and outside groups. If the President thinks a trade deal will strongly affect a sector, he must send Congress a report showing how the deal meets the goal for each affected sector.
