Requires U.S. negotiators to get international rules in trade talks that allow short-term steps to help countries adjust when growing trade changes competition at home. These talks are about aligning or lowering trade barriers and fixing trade distortions. Agreements can set up procedures for five things: telling affected exporters, international talks, checking changes in trade flows, making trade adjustments, and mediation. They can also, under set conditions, let parties avoid compensation or retaliation and allow public domestic procedures where interested people can take part.
