The President must not order a duty or other import limit lowered or removed on any article if the President decides that doing so would harm national security. If an article is covered by ongoing actions under sections 2253, 1862, or 1981, the President must keep that article out of negotiations under this subchapter or from actions under section 2132(c) that would cut duties or lift import limits that would weaken those protections.
