The Comptroller General must study the adjustment assistance programs in parts 2, 3, and 4 of this subchapter and report the findings to Congress by January 31, 1980. The report must evaluate how well the programs help workers, firms, and communities adjust to changes in international trade and how they coordinate with other federal unemployment and relief programs for depressed areas. The Comptroller General should, as practical, get help from the Departments of Labor and Commerce, and those Secretaries must provide any needed assistance.
