When the International Trade Commission starts an investigation about an agricultural product, it must tell the Secretary of Agriculture right away. The Secretary must then quickly study two things: how many farmers who grow the same or directly competing product have been or are likely to qualify for adjustment help, and how existing programs could help those farmers cope with import competition. Within 15 days after the Commission files its report under section 2252(f), the Secretary must send the study findings to the President, make the report public (except for confidential parts), and publish a summary in the Federal Register.
