The Secretary must give agricultural producers clear, complete information about the payments, training, and job services they can get, and about how and when to file petitions or applications. The Secretary must also help groups put together those petitions and applications if needed. The Secretary must mail written notices to each producer believed to be covered by a certification and run notices in local newspapers where those producers live. The Secretary must also explain how to apply for other federal help for workers facing money problems.
