The Trade Representative must make rules for how petitions are filed and how investigations and hearings are run. The Trade Representative must regularly tell the petitioner about all decisions and steps in the investigation, and explain any delays. Twice a year the Trade Representative must send a report to the House of Representatives and the Senate describing petitions and decisions under section 2412, the status of each investigation or proceeding, actions taken or reasons for no action under section 2411, and the commercial effects of those actions.
