Defines key words used in this part of the law. Continuity of a session of Congress — a session only ends when it adjourns without setting a return date, and if either House adjourns for more than three days to a specific date those days are not counted when measuring time. Major drug producing country — a country that illegally produces at least 5 metric tons of opium or its derivatives, 500 metric tons of coca, or 500 metric tons of marijuana in one fiscal year. Major drug‑transit country — a country that is a major source of illegal drugs affecting the United States, or a main route for moving them, or a place where large drug profits are laundered with the government’s knowledge or help. Narcotic and psychotropic drugs and other controlled substances — means whatever the relevant international drug control agreements or the country’s own laws say.
