When someone claims material or an article in a federal forfeiture case, the government must prove certain facts. It must show that material covered by section 2606 was listed by the Secretary under section 2604, and that an article covered by section 2607 is recorded as belonging to a State Party museum or similar institution and was stolen after whichever is later: the chapter’s effective date or the Convention’s entry into force for that State Party.
