Title 19 › Chapter CHAPTER 16— - WINE TRADE › § 2803
The U.S. Trade Representative must name a foreign country or an economic union a major wine trading country if it could be a big market for U.S. wine and if it uses tariffs or other rules that hurt U.S. wine trade. In deciding about non‑tariff barriers, the Trade Representative must consider the review and report under section 854(a) of the Trade Agreements Act of 1979 (19 U.S.C. 2135 note), any actions since that review, and information sent under section 2805 by U.S. wine and grape industry representatives and other sources.
