Title 19 › Chapter CHAPTER 18— - IMPLEMENTATION OF HARMONIZED TARIFF SCHEDULE › § 3010
Under the policy direction of the Office of the United States Trade Representative (see section 3009), the Department of the Treasury, the Department of Commerce, and the Commission must lead and speak for the United States at the Customs Cooperation Council on technical and procedural matters related to the Convention. The Department of Agriculture and other federal agencies must give them technical advice and help. As part of carrying out the Convention and under section 1484(f) about trade statistics, Treasury, Commerce, and the Commission must prepare technical proposals so the U.S. role reflects U.S. business needs for clear commodity identification, modern production methods, and current trading patterns. They must get input from private groups and federal agencies, set up ways to handle complaints and questions about U.S. exports, and when needed use the Convention’s dispute rules and send classification questions to the Harmonized System Committee. The Commission must publish summary records of the Harmonized System Committee and, subject to copyright, Explanatory Notes, Classification Opinions, and related Council documents as soon as practicable after August 23, 1988, and periodically after that.
