Encourage and protect the U.S. telecommunications industry as the world market for telecom products and services is expected to grow for several decades. Congress says the United States should work to boost exports, jobs, consumer services, and U.S. technology leadership. Many foreign markets still use heavy government controls that hurt U.S. sales and investment. At the same time, the U.S. has opened its own telecom market, which has increased imports and created an uneven trade playing field. Unless that balance is fixed with fair opportunities, the United States should not keep giving open access to telecom goods and services from those countries. Because the U.S. moved faster to deregulate its telecom industry than other countries, telecoms need special treatment and should not set a rule for other industries. The goals are to grow the U.S. telecom economy and jobs, keep a high-quality network for Americans, build global support for open telecom trade, make sure countries keep their trade promises, and win fair market access abroad through negotiation.
