The President must set up and run a United States–Sub‑Saharan Africa Trade and Economic Cooperation Forum and hold high‑level meetings every year to build closer economic ties. The Forum must be created not later than 12 months after May 18, 2000, after the President talks with Congress and the African governments involved. The President must ask the Secretaries of Commerce, Treasury, and State and the U.S. Trade Representative to host the first annual meeting with eligible sub‑Saharan African countries and those making strong progress toward eligibility. The meeting must focus on growing trade and investment, carrying out the chapter’s programs, and encouraging joint ventures. Regional groups and other appropriate African officials should be invited. The President should also encourage U.S. NGOs and private businesses to meet with their African counterparts at the same time. The President must try to meet with eligible African heads of government at least once every 2 years, with the first meeting also not later than 12 months after May 18, 2000. The U.S. Information Service must regularly share economic information through many media to support free‑market reforms. U.S. delegates to the Forum must push for the Forum to review the HIV/AIDS epidemic in each sub‑Saharan African country and how it affects that country’s economic development.
