Summary

Congress says the 1997 executive idea called the "Partnership for Growth and Opportunity in Africa" is a step toward a full trade and development policy for sub‑Saharan Africa and supports the goals in this chapter. The President must focus technical help on building business ties between U.S. and sub‑Saharan firms; helping African governments open trade, meet World Trade Organization rules, fix financial and fiscal systems, and link up agribusiness; improving agricultural exports and processing and transport; increasing reverse trade missions; growing services trade; and encouraging more African participation and commitments in WTO services talks to remove tariff and nontariff barriers.

(5)increasing trade in services; and
