The Export-Import Bank’s Board must keep taking steps to grow the Bank’s loans, guarantees, and insurance in sub‑Saharan Africa, while following the credit rules required by law. The Sub‑Saharan Africa Advisory Committee (SAAC) is praised for helping the Bank double the number of African countries where it offers normal financing and for increasing the Bank’s support for sales to the region by tenfold from fiscal year 1998 to fiscal year 1999. The Board and staff must keep carefully reviewing SAAC’s recommendations for new policies and programs to expand the Bank’s work in sub‑Saharan Africa.
