The Secretary of Commerce must make sure that, if money is available, there are at least 20 full-time Commercial Service employees working in sub‑Saharan Africa by December 31, 2001, and that those staff are posted in at least 10 different sub‑Saharan African countries. The International Trade Administration must look for ways to grow U.S. exports there. It must find which U.S. goods and services are most likely to sell, identify tariff and other trade barriers that block sales or U.S. business operations, talk with African officials to try to improve market access, review current staffing and resource levels and plan any needed additions, and publish the results each year for the four years after May 18, 2000.
