When the President sends Congress the final text of a trade agreement, he must also send a plan to put the agreement into effect and enforce it. The plan must list added border staff (including customs and agricultural inspectors); added federal staff (USTR, Commerce, Agriculture — including sanitary and phytosanitary staff — Treasury, and others); extra Customs equipment and facilities; effects on state and local governments; and the cost of each item. The President must then ask for the funds needed in the first budget he sends to Congress after submitting the plan.
