The President must also send a report to the Committee on Finance of the Senate and the Committee on Ways and Means of the House of Representatives explaining the proposed action, the reasons, and the advice received. After those steps are done, the President must wait 60 calendar days starting that day and must consult with those two congressional committees during that 60-day waiting period.
