The President may create or name an office inside the Department of Commerce to give administrative help to the panels set up under chapter 20 of the Agreement. That office is not treated as an "agency" for purposes of section 552 of title 5. For each fiscal year after fiscal year 2005, Congress may provide whatever money is needed to set up and run that office and to pay the United States’ share of the panels’ expenses.
