Trade agreements made under this law cannot cancel or override any U.S., state, or local law, and that rule applies to any person or situation. Those agreements also cannot stop the United States, a state, or a city or county from changing their own laws. Reports or recommendations from panels set up under the agreement are not legally binding on the U.S. government or on state or local governments.
