The President may proclaim the action only after three steps are completed. The President must get advice from the advisory committees under section 2155 and from the International Trade Commission (which must hold a public hearing first), send a report to the Senate Committee on Finance and the House Committee on Ways and Means explaining the action, reasons, and advice, and then wait 60 calendar days while consulting those committees.
