The Secretary of the Treasury can require labels, brands, stamps, or other devices on any large container, including pipelines, that holds or moves imported distilled spirits, wines, or malt liquors, and can tell importers or owners which marks to put on them. If a container released from customs that claims to hold imported spirits is missing the required marks, the container and its contents will be forfeited to the United States.
